PR Summary
We must have the Microsoft PowerShell (release feed) feeds as default in the nuget config files. In order to allow new package use externally, I've added
-UseNugetOrgtoStart-PSBuildandStart-PSPesterandSwitch-PSNugetConfig -Source Publicto allow people to switch to the public feeds. The release feeds don't automatically pick up new packages or package versions, yet. So, these extra commands should help people use the tools until we have automatic ingestion working with the new feeds. Even then, it will take a PR and a maintainer approving the new package.PR Context
