IANAL and this is not legal advice, but the specific changes are very unlikely to be unique and substantial enough to be protected by copyright, but AFAIK there isn't any explicit org policy that allows ignoring the CLA check in these circumstances (though there has been discussion of considering one), and to be properly sure you'd want to ask a lawyer.
