Can I connect VUSB3V3 to VDD (+3.3 V) for USB operation on the PIC16F1455?

Yes, as long as the same 3.3 V supply is connected to both VDD and VUSB. On some devices, the pin is labeled as VUSB and on newer devices, it's VUSB3V3.
