Deprecate the cache system
Caching makes little sense when fetching and installing a plugin takes milliseconds. Caching is messy and duplicates what we already keep track of in

- Filter duplicates in argv and fish_plugins
- Can't reliably update local plugins because of symlinks
- Updating shouldn't remove plugin if the host is unvailable
- Remove and install when updating instead of replacing files
- Prompts' `fish_*.fish` files removed during a full update when swapping prompts
- Use fisher to install, update, and remove fisher
- More consistent subcommand names/terminology
