I don't think that's the actual license, just the notification they suggest you put at the top of every file. I believe https://choosealicense.com/licenses/cc0-1.0/ is the actual license. |

+1 to @brettcannon's comment. And since it came up tangentially, I'll note that the PSF in general hasn't required us to add copyright notices to every file - they've been happy with repository level license notifications. |
