Death tends to bring what is really important to the fore, and last words are a character's expression of who they really are. Whether they are going out with a bang, saying heartfelt farewell, giving their lives to save others (usually paired with facing death bravely), or expressing no regrets, it makes for great drama.

Lio Partagaz & Lagret

The first interaction between ISB Major Lio Partagaz and his most incompetent ISB Supervisor Captain Lagret is the former criticizing him for slacking on the overdue Arvala-6 memo and reassigned it to someone else out of frustration, much like a parent criticizing a misbehaving child for fooling around. Fast forward to the series finale 1 season and 8 episodes later, where Partagaz is the misbehaving child terrified on what punishments are in store for him since he failed in capturing Kleya to stop the Death Star leak to the Rebel Alliance, while Lagret is the former misbehaving child now grown into a responsible adult (Despite his own incompetence of letting Mon Mothma escape Coruscant) taking command of the ISB. Partagaz listens to Nemik's Manifesto and asks Lagret if he already heard the message, which Lagret confirms, who tells him it's difficult to contain. After Lagret tells Partagaz Palpatine, Yularen, and Tarkin want him, Partagaz asks Lagret if he can collect his thoughts, which Lagret agrees to, showing that despite Lagret getting criticized by his former boss, he respects him deep down and allows him to kill himself, even gesturing to the 2 Stormtroopers he came with to let it go when they raise their E-11 medium blaster rifles upon hearing the shot ring out from inside the ISB Central Office.
