The original "gold standard" for doing high-precision measuring of events was to use an HP Agilent 5370B, which could measure events to within 20ps. It is no longer being manufactured.

Agilent's "replacement" was the 53132A Universal Frequency Counter, which "only" resolved to 125ps.

For a frequency standard, https://www.thinksrs.com/products/FS725.htm is useful as it includes a power supply, the RS232 interface, and a distribution amplifier for the output signal (near as I can remember). This is compared to https://www.thinksrs.com/products/PRS10.htm .

We will likely want to be testing how temperature changes affect the crystal on a motherboard.
