The original "gold standard" for doing high-precision measuring of events was to use an HP Agilent 5370B, which could measure events to within 20ps. It is no longer being manufactured.
Agilent's "replacement" was the 53132A Universal Frequency Counter, which "only" resolved to 125ps.
