composer/semver doctrine/instantiator and symfony/polyfill* minor versions were recently released.
This is a PR that contains all these components. It will save the bot from making a long list of PRs for each of the symfony/polyfill parts.

Motivation and Context

1. save a bunch of annoying bot PRs.
2. Have a PR with this "ready to go" which I can work on top of for other dependency bumps
