Issue description

When changing project settings tabs using the keyboard, for the general and input map tabs, focus changes from the tab list at the top to the first item in these menus.

For the other tabs, I can just move between them using the left and right arrow keys.

Steps to reproduce

  1. Open project settings
  2. Use shift + tab until the tabs at the top are focused
  3. Use the right arrow key to move to the input map tab
  4. Notice the filter by name input box grabs focus in the input map tab, rather than sticking to the tabs at the top.
