Issue description

So, arguably this is two issues but it counts as one.

The menu bar is focusable with tab, which is really weird for people used to native applications. Ideally, this would be pulled up with alt. As a follow-up problem, menus in the menu bar don't read, and accelerator keys do not function (e.g., Alt-H for help).

Steps to reproduce

Open the editor and press alt, or press alt-f/p to open a menu. Your focus (with NVDA active) will not navigate you to the menu bar or any of it's menus.
